Cash Reserve Levy
(10 year history)

Like any business, a school district needs sufficient working capital or cash reserve for unforseen events. The Cash Reserve Levy allows a board on its own motion to replace tax revenue or state aid not received to eliminate severe cash flow problems, or to avoid the expense of borrowing to meet cash flow purposes. (Info from the IASB - Iowa School Finance Manual.)

(The Ballard School District has used the cash reserve levy to address reductions in state aid and Homestead Credit, fund special education deficits and allowable growth due to open/increased enrollment, and replace shortfalls in tax revenue.)
